I have used electrolysis on several old jerry cans with good effect - there are numerous methods for using it on the web.
You'll also want to finish the job with a sealer - Kreem is one brand, IIRC, they are common for rebuilding motorcycle gas tanks.
I've even seen tanks half filled with gravel and then rotated to remove rust and scale.
It will be a slow process and patience is required...Good Luck!

Did you ever get this fixed? I've had good results using distilled white vinegar. Make sure to neutralize it afterward. (I use baking soda for that.) It's a matter of opinion, but I wouldn't coat it - too much risk the coating can flake off, causing more problems than it solves.

I haven't done anything with it yet. I did more searching and found good feedback on the vinegar option. A product called Metal Rescue also seems to have good reviews but afaik it's not available locally. So I've been occupying myself with other to-do list items while I decide if I want to buy MR or try vinegar first. I'll post an update whenever I try it, whichever it is. Thanks for the suggestions!
