In my experience online games that are "free to play" usually means "free to play, but to be competitive/participate in all the content you still have to pay".
Case in point, on the website for this game, you can buy a "50% experience boost" that lasts for 7 days. So anyone who buys this will advance 1.5 times as fast as anyone who doesn't. I'm betting they will sell better weapons, etc.
So yea, "Free to play" is oftentimes a scam of sorts.
