I know in Colorado laws passed and signed usually go into effect on July 1st.
When Federal laws are passed, when to they usually go into effect? Immediately?

It depends on what the bill says even in Colorado. They can make it effective whenever they want and can even make some things (e.g., tax cuts) retroactive.

So you can never tell without reading the bill itself.

IIRC, it's "as of the date of approval of this bill" in this particular case.
