who makes them, perhaps local,

Not sure about local to you, in SD., but find a leather shop near you, they often have names of people who do it as a hobby, that do nice work.

I had one made for a Ruger a year or 2 ago that was nice, not great, but nice.

I have the Bare Asset From High Noon Holsters. Very Comfortable Inside the waist band holster, and very inexpensive compared to the custom holster makers.

Are you looking for like a Cowboy action rig or something more contemporary??

I ask because there is a HUGE variance in companies that make the two...and as far as i know, Tucker and High Noon both neither make a cowboy or dedicated single action style holster.

Me personally, if you looking for something special, get out the phone book and look up some local leather makers. Alot of these guys are HIGHLY skilled and will create works of art.

While its not made in USA(South Africa) Ross Leather puts out some VERY nice holsters that are easy on the eyes and the wallet. I gave 80 bucks for this one(not including the belt) a couple years ago...pretty much all the Sportsmans Warehouse's ive been to carry their line of products.

I liked it so much i went out and bought a matching left handed model for my other Vaquero for Cowboy action matches(The Chey Kid). They draw very nice, sit right on your hip and look good while doing it too. Alot of guys that shoot with the Cheyenne Regulators out of Cheyenne, WY use them and rave about them!
