I assume you're talking about Glendo Reservoir near Guernsey, WY? IIRC most of the land around Glendo is private (except for Camp Guernsey which is closed to the public most of the year.) BLM land starts a little further West. There are lots of dirt roads but no jeep trails I'm aware of.

Check out the National Forest roads in the vicinity of Laramie Peak.
