A sawzall will probably help with the horn, just make sure you have lots of blades.

That'd work, but if that doesn't work for ya, just strap the skull to a tree, wrap a bunch of high-strength ratchet-straps on the horn, and use your winch to rip that fawker out.

Either that or use a BFH to smash the skull from around the horn.
